1. LITHUANIAN FOUNDATION GENERAL ALLOCATION GUIDELINES

1.1. As resolved by the LF annual meeting, priority in funding should be for community projects, especially Lithuanian education.

1.2. Support Lithuanian education, culture, and academic studies world wide.

1.3. Pay particular attention to the applicant‘s own contribution to the project

1.4. Support only those institutions or organizations in Lithuania which would be eligible for support if they were in the United States.

1.5. Support funding of expenses for experts or performers essential to the project.  Do not fund administrative expenses of an organization, as those are viewed as the organization’s responsibility.

1.6. Evaluate LAC and LWC projects in the same manner as any other project.

1.7. Support to the Lithuanian Studies at the UIC Endowed Chair is to be considered a grant request from the LWC.

1.8. Scholarship applications to attend the “Vasario 16-ta” (Feb. 16) High School in Germany,or   Llithuanian highschools, are to be reviewed by the Scholarship Subcommittee.

1.9. nstitutions in Lithuania can only be supported if grant funds are not co-mingled with the general operating accounts of the institution.  The grant can be paid only after receipt of project specific expense accounting.

1.10. The Grants Committee does not need to re-review provisions established in special donor funds.  Distributions from donor directed funds are allocated as agreed to at the time the special fund was established.

1.11. Non-qualifying Projects

1.11.1. Any requests from for-profit based entities, institutions, organizations or  individuals.

1.11.2. Any request from governmental or political organizations in Lithuania.

1.11.3. Any requests for administrative expenses of organizations.

1.11.4. Press, radio, or TV programs in Lithuania.

I1.11.4. ncomplete grant applications need not be considered

1.12.1. Non-qualifying Scholarship Requests

1.12.1. High School students, except South American Youth applying to study at “Vasario 16ta” (Feb. 16)

1.12.2. Lithuanian High School in Germany,  or a high school in Lithuania.

1.12.3. Incomplete scholarship applications do not need to be considered.

1.12.4. Lithuanian students not ąualifying for support from any of the special Foundations established in the Lithuanian Foundation.

1.12.4. Students from Lithuania enrolled in bachelors degree programs outside of Lithuania.

2.1. GENERAL APPLICATION ACCEPTANCE GUIDELINES

2.2. Procedures for accepting applications are determined by the Grants Committee.

2.3. Application deadlines can change every year.

2.4. Scholarship applications are considered only once annually.

2.54.1. Grant requests can be deliberated in one or more meetings, as determined by the LF Board.

2.4.2. For grant requests to be considered during the first allocation meeting, applications must be received by the deadline.  The Grants Committee Chair determines order and logistics of deliberation.

2.4.3. Grant requests received after the deadline can be considered at future deliberation meetings.  Grants Committee Chair determines order and logistics of deliberation.

2.4.5. At the discretion of the Grants Committee, scholarship requests can be deliberated at future Grants Committee meetings.

3. GENERAL FINANCIAL GUIDELINES

3.1. The LF Board determines the amount that can be allocated each year.

3.2. The LF Board determines the annual percentage to be used in determining proceeds of donor directed funds within LF

3.3. Scholarship grants are valid for one year.  LF must receive official documentation of enrollment as a full time student at the university or institution indicated on the application.  If this documentation is not received, the scholarship is considered void.

3.4. Grants for projects are valid for two years.  LF must receive accounting/receipts or documentation that the project is in progress.  If this documentation is not received, the grant allocation is considered void.

3.5. On Dec. 31 of each calendar year, the following allocated funds are returned to capital :

3.5.1. Funds allowed but not yet allocated by the Grants Committee.

3.5.2. Scholarships not claimed during the one year time limit.

3.5.3. Project grants not claimed during the two year period.

4. GRANT REQUEST ALLOCATION GUIDELINES

4.1. PRIORITIES:  Grant requests for projects are to be allocated according to these priorities:

4.1.1. Review, confirm, or alter Scholarship Subcommittee recommendations.

4.1.2. Lithuanian American Community, Inc. applications.

4.1.3. Lithuanian World Community applications.

4.1.4. Lithuanian Foundation Executive Committee or Board applications.

4.1.5. Remaining applications from the US.

4.1.6. Applications from other countries outside of Lithuania.

4.1.7. Applications from Lithuania.

4.2. FACILITY IMPROVEMENT REQUESTS (BUILDINGS AND CAMPS) At its discretion, LF may support requests to obtain, expand, remodel, or improve facilities.  The request must be accompanied by:

4.2.1.Written documentation that the applicant or organization meet IRS Code Section 501(c)(3) requirements.

4.2.2. Written documentation that the purposes of the individual or organization adhere to LF purposes.

4.2.3. Written documentation that the applicant is a Lithuanian organization and the owner of the property.

4.3. Along with the application, organizations and institutions must present:

4.3.1. A description of the organization or institution, its purposes, etc.

4.3.2. A description of the applicant's contribution to their project.

4.3.3. Article of incorporation .

4.3.4. f from the US, a copy of IRS 990.

4.3.5. If from the US, a copy of the IRS tax-exempt determination letter.

4.3.6. Latest annual financial report.

5. SCHOLARSHIP ALLOCATION GUIDELINES

5.1. PRIORITIES: Scholarship applications are to be allocated according to these priorities

5.1.1. US citizens, born in the US or naturalized (Priority to be given to LF members, their children or grandchildren).

5.1.2. US permanent residents (Priority to be given to LF members, their children or grandchildren).

5.1.3. Graduate students from Lithuania, studying in Lithuania.

5.1.4. Graduate students from Lithuania, studying abroad.

5.1.5. South American students studying the Lithuanian language at “Vasario 16ta” (Feb. 16) Lithuanian High School in Germany.

5.1.6. Students studying the Lithuanian language in Lithuania.

5.1.7. Students of Lithuanian heritage.

5.1.8. Students with a US student visa.

5.1.9. Scholarship requests received after the deadline but prior to the allocation meeting.

5.1.10 By exception only, students from Lithuania seeking a bachelors degree in Lithuania or outside its borders.

5.2. Requirements for students in the US and outside of Lithuania: (remarks for the Grants Committee)

5.2. 1. Must be full time students, registered for at least 12 credit hours in a bachelor’s degree program.

5.2.2. Consideration to be given to grades.

5.2.3. Highest consideration to be given to involvement in Lithuanian organizations and community activities, especially for US citizens and permanent residents.

5.2.4. Consider community involvement more highly than family income.

Consider financial need.

5.3. Requirements for Lithuanian students seeking a masters or doctorate degree in Lithuania:

5.3.1. Consider scholarships awarded by the university or institution of choice.

5.4. Requirements for Lithuanian students seeking a masters or doctorate outside of Lithuania

5.4.1. Consider scholarships awarded by the university or institution of choice.

5.4.2. Consider intention to return to Lithuania upon completion of studies.

5.5. Non-qualifying Scholarship applications

5.5.1. High school students, with the exception of South American students wishing to study at “Vasario 16” high school or attend Lithuanian language courses at a Lithuanian highschool.

5.5.2. ncomplete scholarship applications need not be considered.

5.5.3. Students from Lithuania seeking a bachelors degree outside of Lithuania.
